HAVANA, May 21 (Juan Carlos Linares, Cuba-Verdad / www.cubanet.org) - The
apparent inability of police to ensure order and a series of robberies in the
Luyanó district of Havana has led residents to undertake their own
defensive measures against crime.
Most recently on May 17 a young man who had tried to snatch a gold chain
from an older woman's neck was chased by neighbors as he tried to escape
spectacularly by jumping from one roof to the next. An ad hoc group of residents
finally caught the man, trussed him up and took him by private car to the
nearest police station.
No police ever appeared in the zone, in spite of the altercation caused by
the chase. A woman who didn't want to be identified later said that police
haven't patrolled the area for some time now.
"It was only the citizens' action that prevented the thief from taking
the lady's chain," said one Luyanó resident.
