Thousands of families in Güines, a town south of Havana, cannot light their
stoves since the end of May due to a lack of fuel.
No commercial establishment in the municipality has received its allotment
of kerosene to sell under the rationing plan, so consumers have had to obtain
what they can get in the black market, at 12 pesos a bottle. Others have managed
with illegally-made charcoal, at 50 pesos for 25 kilograms (55 pounds).
Knowledgeable sources at a kerosene depot say there is no reserve due to the
low levels of fuel coming into the country.
In addition, there have been delays in deliveries of liquefied gas, because
the local plant was closed between the middle of May and June 11 due to
administrative malfeasance.
