PINAR DEL RIO, January One of every seven Cubans is considered an
innovator in the fields of science, technology or services. But this creativity
on the part of Cubans is lost in the maze of the Communist bureaucracy.
In the sugar industry, considered here the engine that drives the economy,
the practical application of a new initiative takes up to eleven years, even
after its effectiveness has been tested.
The common wisdom among many in the field is that the lack of a monetary and
mercantile relationship between the research institutes and the productive
sector leads to a total divorce between them. On top of that, experts add
mediocrity and the pursuit of personal interests by officials.
Others comment that the countrys scientific potential lacks real
motivation and leans dangerously to a pursuit of science for sciences
sake, ignoring the national situation and spending resources that do not accrue
to the advancement of the country.
