Delivery of 150 gallons of water can run as high as 30 pesos in Entronque de
Herradura, a small town in Pinar del Río province. Although some object
to the idea, the scarcity of water has led to its commercialization.
The owner of a well six kilometers from town says he has to charge for the
water to insure he ll have enough money on hand to fuel and repair the
antique Diesel engine that pumps the water.
For residents of buildings 21 and 22 in Herradura, the problem is not water
per se, but access to water that isnt contaminated. The buildings are
supplied from a cistern thats about five feet away from a septic tank. The
septic tank is built of concrete block without any further coating. More than
200 residents have lived in the buildings since they were built 11 years ago.
Some of the residents get their water in buckets from the cistern of an
adjoining building about 200 feet away. Then they have to carry it upstairs up
to five stories.
