New rules ban middlemen in produce markets

HAVANA, December 22 (Lucas Garve, CPI) – A new resolution by the Ministries of Agriculture and Internal Commerce bans the participation of middlemen in the marketing of produce.

The new rules state that only three designated types of cooperatives and small farmers may sell their produce directly. Cooperatives and small farmers have to fulfill their quotas to the State; any produce left over after that may be sold to consumers. The measure is meant to eliminate middlemen between producers and consumers. Middlemen generally live in urban areas and arrange for the transport and sale of produce; they also take care of the necessary documentation and taxes. The measure has been perceived here as another attempt by the government to circunscribe the activities of free-lance workers, that is, those that don’t work directly for the State.
