PINAR DEL RIO, 31 de diciembre (Víctor Rolando Arroyo, UPECI /
www.cubanet.org) - A substantial increase in cattle confiscation and heavy fines
to the victims of cattle theft and illegal slaughter is seemingly the only
official solution to this serious problem that affects Pinar del Río.
By the end of October, 2001, illegal cattle increased by a 59 percent
compared to 2000.
Cuban authorities brand the cattle owner responsible and, in addition to the
lost of the animal, he must pay a fine for the crime and in some cases the rest
of his flock could be confiscated.
Described as "a persistent headache", the regime can't manage to
eradicate the problem, although it has increased the police presence on the
fields. The thieves still defy the guards, going unnoticed while carrying big
loads of meat through the more populated areas.
