PINAR DEL RIO, April 12 (Víctor Rolando Arroyo, UPECI) - High
Communist Party officials, meeting in Pinar del Río under the leadership
of General Raúl Castro on April 7, said that the most serious and
difficult problem facing the province concerns the attitude of bureaucrats and
government officials.
The Party officials said the method of selecting cadres is deficient and
that many of them do not have the desired disposition to carry out the tasks
assigned by the Communist Party of Cuba.
In the meeting, which was held behind closed doors under extreme security
measures, Raúl Castro reportedly said that the fact someone can speak
well doesnt mean he can do well in positions of authority.
