CIEGO DE AVILA, September 18 (Ana Martín Horta, FCDH) - An inspector who has been accused of fraud in 21 separate instances fined a pedicab driver 700 pesos when the driver refused to hand over the fare in dollars for the passenger he was carrying.
The inspector, Juan Carlos Valdivia, stopped driver Miguel Pupo Osorio as he was transporting a Cuban-Spanish citizen. Valdivia offered Pupo a choice: hand over the fare or be fined 700 pesos. Pupo, who is a former political prisoner, refused and took the fine.
A few days later, Pupo was told by the chief inspector known as Colombo, that he would have to pay the fine, adding: "Remember that you are not doing very well; you already served one sentence for political reasons." Then, the inspector rescinded Pupos license and permit to drive
a pedicab.
