Steal the Cattle; Fine the Victim

MATANZAS, March 3 (Rodolfo Damian, Cuba Press) - Police fine the farmers who report their cattle or horses stolen.

Elasio Eleuterio Viera, a farmer in this province, said he and his family almost don't sleep because they are afraid of the fines.

"We have to hire a watchman to help us at night, but still we keep losing livestock", he says.

"Police cannot end the thievery, but they are going to finish us with the fines".

There are no statistics available, but it seems that the theft and illegal slaughter of cattle is on the upswing.
