Returned Rafters Experience Repression

MANICARAGUA, VILLA CLARA, February 9 (Carlos Díaz, Cuba Press) - A man who tried to leave the country by sea two years ago finds himself under constant harassment by the political police in central Cuba.

Alfredo Leyva Díaz, who suffers from chronic asthma and is under medical care, was threatened by an officer of the Department of State Security who warned him that unless he goes to work immediately he will be considered socially dangerous.

"If you don't go to work we are going to put you in jail," a captain of the Department of State Security who calls himself René Vega. Leyva is awaiting medical clearance to work. It is well known that ex-rafters are denied job opportunities under the doctrine of "suitability."

There is a labor regulation in Cuba called "suitability" under which anyone who is considered "not a revolutionary" can be denied a job or be fired from a job.

Between the months of May and September, 1999, Leyva has been visited by the political police ten times.
