CIENFUEGOS, June (Dr. Sunset Nogueras Rofes) At least twenty physicians in this province have not received the diplomas that certify them as specialists in their field.
The waiting list for the acreditation documents has been getting longer since 1995, and no one seems to know what the reason for the delays may be. The Higher Institute of Medical Sciences in Villa Clara, in charge of the central provinces of Cienfuegos, Sancti Spíritus and Villa Clara,
has variously said "it doesnt have the paper for the documents" or that "there is no ink with which to print them."
Yet, an official of the Department of Scientific Degrees of the Institute, who asked to remain unknown, said that the source of the problem is an order from the Ministry of Public Health.
Some speculate that such a measure could be designed by the Ministry to keep the interested parties from acrediting themselves as specialists abroad, should they wish to leave the island.
Others argue that such a measure would be unnecessary, since the physicians may not leave the island in any case until 5 years elapse after they announce their intentions to leave.
One doctor said: "The diagnosis is that these entities, which are supposedly academic, all they really do is a terminal defense of the dictatorship and the bureaucracy that sicken Cuban society."
