Man fined 8,000 pesos for fishing

HAVANA, Cuba, October 13 (www.cubanet.org) - Alexis Carvajal, 28, was fined 8,000 pesos (308 dollars) last Friday by a policeman who found him in possession of 15 pounds of fish and four lobsters.

The fine breaks down to 2,000 pesos for fishing without a license, 2,000 for attempting to fish illegally, 2,000 for actually fishing, and 2,000 for cleaning and filleting the fish, which is presumed to be indicative of intention to sell it.

Carvajal lives in the town of Baracoa, a small fishing village on the north coast just west of Havana where there is no other form of economic activity. He fishes furtively some nights and sells the fish in Havana in order to raise a little cash for other necessities.

"To pay the fine, I have to sell fish for a year," said Carvajal.
