approves military cooperation protocol with
Cuba

Luanda. A technical and military cooperation
protocol between the Defence Minstries of
Angola and Cuba, signed in Havana, in the
year 2002, has been approved by the Cabinet
Council, as stated in a recent edition of
the State's Gazette.
The protocol aims at increasing and strengthening
cooperation relations in the military sector
between both countries.
The document explains that the current
protocol is valid for five years, and renewable
for equall successive periods of time, except
if one of the parties rescinds it.
The terms in the document outlines the
exchange of military delegations, through
official and working visits, for the strengthening
of mutual trust, the training and preparation
of Angolan army officers, in Cuban military
training centres, the training of soldiers
in exploring, conserving and repairing of
artillery and military equipment, as well
as the consultation and exchange of technical
and scientific information about subjects
of military bilateral interest.
To effectively carry out the accord, both
sides should conclude additional protocols,
for specific areas, whenever it is thought
to be necessary, and in case there is any
disagreement, concerning the interpretation
or execution of what has been agreed, it
should be solved through discussions between
the two parties, without resorting to any
national or international court, or a third
side, to judge the issue.
The parties also have the right to suspend,
in full or partially, the points outlined
in the protocol, or decide to cancell parts
of it or completely in full terms, in case
there are changes in the demanded conditions,
at the signing date, endangering the continuation
of the predicted cooperation.
The cooperation protocol, currently approved
by the Cabinet, was signed on 21 October
2002, by the Angolan deputy minister of
Defence for Defence Policy, admiral Gaspar
Rufino, and by the deputy minister of Defence
and Chief of Staff of the Revolutionary
Armed Forces of Cuba, general Álvaro
Lopez Miera.
