must say, Carters speech exceeded my expectations," said Elizardo Sánchez
Santa Cruz, a renowned dissident who leads the Cuban Commission on Human Rights
and National Reconciliation.
Carters speech was broadcast live via radio and TV in Cuba, although
some here said the broadcast could not be heard clearly at times.
"You cant trust the Cuban government, because they always have a
trick up their sleeve," said a dissident from the Isle of Youth, adding
that the broadcast had been broken up and not heard clearly.
The leading voice behind the Varela project, a citizens initiative for
a referendum, Oswaldo Payá Sardiñas, said of Carters speech:
"It was liberating language. It is a breath of fresh air to go forward."
A number of dissidents agreed that Carter had endorsed the Varela project in
his speech.
