Industrial concerns operated by the government are dumping wastes in the
principal waterway running through the Isle of Youth, south of Havana, and the
commission created to combat the problem has been fining homeowners who dump
their waste in the river.
Among the industrial operations polluting the Las Casas river are a fuel
distributor, fishing and meat processors, an electrical generation facility, and
a citrus packer, according to Lázaro Ricardo Pérez, a local human
rights activist.
"The government does not care for the river's ecology. Before 1959, the
year Fidel Castro came to power, people could drink from the river," said Pérez.
The local government created a commission to address the problem, but
officials have concentrated on homeowners along the river's banks, fining them
for dumping their wastes in the river.
