HAVANA, April 18 (Ernesto Roque, Grupo Decoro / www.cubanet.org) - In order
to eradicate the theft of livestock in the district, officials in San Nicolás
de Bari municipality, south of Havana, have established procedures that penalize
the victims and dont even address the perpetrators.
The measure announced by Communist Party first secretary Rita Alonso and
municipal president of the National Association of Small Farmers Osvaldo Falcón
provides for a 500 peso fine to the former owner per animal stolen, only on the
first occasion he has animals stolen.
If there is a second instance of theft during any given year, the measure
provides that the farmer will lose his right to keep animals for life and will
have to sell any animals he has left to the government.
Officials made no mention of how the police protects the farmers
property, or of how they intend to capture thieves.
