PINAR DEL RIO, April 11 (Víctor Rolando Arroyo, UPECI /
www.cubanet.org) - Four residents of Guane municipality, Pinar del Río
province, were arrested last week, presumably under suspicion of setting fires
that destroyed tobacco leaf drying houses.
The men, Jorge Montano Linares, 50, Carlos Obregón, 42, Luis Obregón,
and Alfredo Cuéllar, have not been charged. There is a local rumor that
they will be accused of terrorism. An associated rumor has it that the four are
being used as scapegoats to close cases the Ministry of the Interior has not
solved.
Cuéllar's and Montano's wives were able to visit them, but neither
would comment.
Residents also agree that there is a concerted effort by National Police and
State Security operatives to maintain constant vigilance in the area, which
leads them to conclude that the four have been arrested as a distraction to
public opinion.
Little is know about the men's background. Montano has a visa to emigrate to
the United States, which residents see as evidence that he wouldn't be getting
mixed up in setting fires, and a number of years back, police confiscated his
car for presumably engaging in activities leading to illicit enrichment.
"Carlos and Luis Obregón, and Alfredo Cuéllar, are common
people, without a police record, and they have always been very peaceful,"
said one resident who didn't want his name used.
