HAVANA, October 5 (Regina del Sol, AIDH / CubaNet) Small farmers in Güira
de Melena, outside of Havana, who are not associated with State cooperatives,
complain that government regulations make it impossible for them to subsist.
The government demands 80 percent of the produce they grow, paying for it at
rates as low as 10 percent of its price. In exchange, farmers explain, the
government is supposed to supply them with seed, pesticides and fertilizers, but
in fact, they say, they usually receive about 10 percent of the supplies they
need, 5 percent of the fuel, and almost none of the tools.
