PINAR DEL RIO, June 14 (Víctor Rolando Arroyo, UPECI) - Fourteen
neighborhoods of this city don't have the infrastructure to deliver drinking
water to the population and the government is not capable of solving the
problem.
Tank trucks were supposed to supply the water, but the lack of fuel and
spare parts has led residents to depend on private suppliers.
Water quality is also a problem. The water for a large area northeast of the
city, supplied from the Guamá dam, is not clear and has a foul taste, say
residents.
However, Gustavo González Naranjo, the director of the municipal
aqueduct, says the water from the Guamá is chemically pure and suitable
for human consumption. He added that he would like to build a water purification
plant at the dam, but says there is no financing.
González admited that no section of the city is adecuately supplied
with water. Among the reasons he listed were poor condition of the net of pipes,
limitations in the sources of supply, poor electrical service for pumping, and
the enormous waste due to leaks. He said each house in Pinar del Río has
three leaks and that they cannot be repaired for lack of parts.
He didn't say that plumbing fixtures and parts are sold by the government at
dollar stores at prices that the average Cuban worker cannot afford.
