SANTIAGO DE CUBA, June 1 (Luis Alberto Rivera, APLO) The rice allocations Cubans can buy under the government rationing system are coming up short in this, Cubas second largest city, while government stores sell it freely at higher prices.
The six-pound-a-month ration "guaranteed" to every person is not being distributed due to "lack of the product," according to local officials.
However, two government-owned stores in the city have plenty of rice on hand and are selling it at prices higher than those set for the subsidized commodity. Officials have not been able to explain why the price control system is not delivering the minimum ration it promises.
