HAVANA, July 13 (Alida Viso Bello) - Officials from the Department of State Security arrested 31 dissidents yesterday to prevent them from participating in events commemorating the sinking of the 13 de Marzo tugboat off the coast of Cuba six years ago.

Horacio Julio Peña Borrego of the Pro-Human Rights Party of Cuba said the dissidents were picked up in a single police raid and were later returned to their homes in a truck.
