Losses At Sugar Cane Co-ops Continue Unabated

HAVANA, July 6 (Lucas Garve, CPI) – In spite of a reduction in the total number of Basic Units of Cooperative Production (UBPC) dedicated to sugar cane that are unprofitable, compared to the base period 1994-1999, the unprofitable units still amount to 61% of the total.

Even though the official press offers all kinds of justification for this situation, statements made by the administrator of one of the co-ops reproduced in Bohemia magazine this year shed light on the real causes.

"As a UBPC, they told us we had autonomy, but then word would come down to harvest more cane than was advisable, not realizing that we were mortgaging future harvests. There were all kinds of mistakes made. New cane was harvested by machete and combine, whole fields were burned to increase the yields at the expense of damaging the soil and the new growth. There was never any set policy, any perspective."

Data such as these point to bureaucratic interference with the hands-on administrators in the field. Policy decisions made at the higher levels of government for political considerations disregard the accumulated expertise of the men in the field.
