Water weights down bottled gas in Cuba

CIEGO DE ÁVILA, Cuba, February 12 (www.cubanet.org) - "This is incredible!" said a Ciego de Ávila gas customer. "Just 15 days ago I got the [bottled gas] tank refilled, and I'm out already."

Many of his fellow customers would agree. It turns out the gas tanks here are being partly filled with water in a scheme to divert some of the gas nobody knows where.

Cubans who use bottled gas, a rare privilege where many have to rely on charcoal, oil, or kerosene, are assigned a 100-pound tank at stated intervals. The tanks may last from one month to over two months.

Or used to. Now the 100-pound weight is achieved by partially filling the tanks with water, and customers don't realize their gas allotment has been partially pilfered until they run out prematurely.

What all would like to know, the authorities included, is who exactly and at what level of the distribution chain, is purloining the missing gas?
