CABAÑAS, May 10 (Moisés Rodríguez Valdés, Grupo
Decoro / www.cubanet.org) - A 30-unit apartment building destined for workers of
the Augusto César Sandino sugar mill, in Mariel, Havana province, has
been under construction since 1987 while its presumed beneficiaries live in what
some here called subhuman conditions.
Local sources said materials from the upper stories of the building had been
diverted to finish the store where so-called incentives are sold to
the workers. The incentives consist of personal hygiene products and some
foodstuffs, normally in short supply, which are made available to workers who
distinguish themselves in some productive capacity.
A generalized version among residents is that the building hasnt been
finished due to existing corruption among Communist Party and Popular Power
officials.
"The problem is one of diverted resources and of indolence by area
administrators," said one resident.
