HAVANA, May 7 (Ernesto Roque, Grupo Decoro / www.cubanet.org) - Residents of
Regla, a town across the bay from Havana proper, have been putting up with water
shortages for years. Now they pay the drivers of the government tank trucks that
are supposed to supply them.
"I have had to pay 40 and 50 pesos to the drivers of the government
trucks so they would allow me to get some water to solve my basic needs,"
said Martha Morales Rivero.
Morales, who perhaps needs water more than most, since she is taking care of
an incontinent grandmother at home, says she has complained to local
authorities, but to no avail.
"Every time I need water I show up at their office for them to send a
tank truck, but they always tell me to return home, that my petition will be
taken care of," she said.
Most residents feel they have no option but to pay the drivers.
"Even if we have to pay for it, at least we have some water," said
one resident, resignedly.
