GÜINES, October (www.cubanet.org) - Pedro Sáenz, the first
secretary of the Communist Party in Havana province, took private farmers,
presidents of agricultural cooperatives, and directors of cattle operations to
task, holding them responsible for recent increases in cattle thefts, at a
meeting in the Animal Husbandry Institute.
Sáenz called the owners of cattle and horses "irresponsible,"
after the rising number of thefts that they register.
"Police cannot watch all the cattle in the area; you, the farmers and
directors of cattle operations are responsible for watching after your best
interest and will be held accountable for thefts from now on," said the
Communist Party official.
Rafael Martínez, a farmer in Güines, said: "The truth is
that cattle theft continues to increase. Nothing is stopping it. It doesnt
help to have good pens with three or four locks. The bandits come armed and they
take anything they find."
Pablo Obdulio Estanquero, an independent farmer, said: "I have no more
animals. About a week ago, someone took two oxen and a calf of mine and I couldnt
even go to the police; if I had, they would have fined me 500 pesos for each
animal that was taken. This is a crime; they kill three of your animals and on
top, you have to pay."
