VILLA CLARA, July 24 (Omar Ruiz Hernández, Grupo Decoro /
www.cubanet.org) - Cuban government aid officials in charge of distributing aid
to residents whose houses were damaged by hurricane Michelle last year have
excluded returned rafter Pablo Carrazana from their list of recipients, in
direct contravention of U. S Cuba migratory accords which stipulate that
returned rafters will not be singled out for punishment.
Carrazana, 26, has tried to leave the island three times by sea, and been
returned as many times by U. S. Coast Guard vessels.
Most recently, an official known locally as Tico excluded Carrazana when
distributing allotments of 25 sheets of plywood to people that needed them to
repair their houses. The official argued that he only had available for
distribution enough materials for people on a list where Carrazana was not
included.
Carrazana said he had not received any aid from the government after the
hurricane. "Recently I learned that at a meeting of the local Committee for
the Defense of the Revolution [the neighborhood watchdog groups] its president,
Ismael Martínez Hernández, and its vigilance captain, Silvio Cárdenas,
stated that because of my political opinions, they would not give me any of the
materials designated for those who suffered loses from the hurricane."
Carrazana lives with his wife and son near kilometer marker 305 of the
Central Highway, in Santa Clara.
