CUBA Cuban government opponent threatened in Manicaragua SANTA

- A man who called himself Roberto and said he was the chief of "Confronting
subversive enemy activity" visited government opponent Raúl Rangel
the afternoon of March 10 at home in Manicaragua and threatened him with the loss
of his job. Rangel said the man was concerned about a possible protest at
the upcoming assembly for the nomination of candidates to the Popular Power that
night. The man also mentioned a supposed delivery of money from leading dissident
Oswaldo Payá destined to support efforts to collect signatures on behalf
of the Varela Project and the National Dialogue. Rangel said he told the
man to "Leave my home and whenever you want to talk to me you call me down
to State Security." The Varela Project and the National Dialogue are
peaceful initiatives based on the existing Socialist constitution. Previously,
the government has ignored similar petitions for change submitted with the 10,000
