S.A. hasn't paid its workers promised incentive pay since last January.
The company harvests seafood for export, just the sort of dollar-earning
activity the government wants to encourage, so the workers have been promised an
incentive of 10 dollars a month on top of their regular peso salaries for
exceeding production quotas.
So far, the workers have delivered, the company hasn't. The problem, company
officials say, is they don't have the dollars. Last month, they received a check
from the government which they had to return because it wasn't enough to pay all
the outstanding money.
