PINAR DEL RIO, November 14 (Víctor Rolando Arroyo, UPECI /
www.cubanet.org) - Hundreds of homes in San Juan y Martínez, a town about
12 miles from the provincial capital of Pinar del Río, have received
notices that they will be fined if they have leaks in their water pipes, but
residents cant get plumbing supplies and plumbers are scarce.
Official sources say approximately 60 percent of the towns water
supply is lost to an average two leaks per household. Local officials admit
there are not enough plumbers available to address the effects of years of
deferred maintenance, and the necessary parts are hard to come by.
Still, the local government decided to impose fines on households wasting
water due to the precarious state of the aquifer from which the local water is
drawn.
Demands on the aquifer are due to increase when the tobacco crop is planted
in a few months. San Juan y Martínez is one of Cubas premier
tobacco growing regions.
