In order to save fuel, Public Health officials in the town of Florida, Camagüey
province, determined that ambulances may not move unless they are carrying three
patients.
As a result, Osiris, 43, recently had to wait 13 hours with strong pain in
his belly before two additional patients needed the service and he could be
taken to a facility where he could receive treatment.
At times, the problem is circumvented by using horse-drawn carriages, a
method used mostly for patients that need to be taken to a facility for lab
tests.
This situation has created some resentment on the part of the population. "Officials
always have gasoline. The travel in automobiles, lacking nothing, but for sick
patients it is something else," said one Florida resident.
