PINAR DEL RIO, April 26 (Víctor Rolando Arroyo, UPECI) - The mayor of Entronque de Herradura, Julio César Portales, whipped Sergio Lázaro Castillo in the early morning of April 11 with what was described as a bundle of cables.

Castillo was drunk at the time and has a history of psychiatric disorders. Residents who witnessed the incident tried to prevent the beating, but said Portales would not listen to them. They also said Portales is prone to violence; a few weeks ago he beat another man, Fernando Boss, in a similar fashion.
