New regulations leave some without ration book

CAMAGUEY, Cuba - January 6 (Fernando Tabares / www.cubanet.org) - A number of people here are complaining that new regulations imposed by the government to obtain the ration book at the beginning of the year have made it harder, if not impossible to comply.

The regulations require that people applying to renew their ration books present documents that weren't necessary in previous years.

Now, each family must present documentation attesting to home ownership, the previous years' book, and identity cards for each member of the family.

The problems arise because it's not always possible to have all members of a family together at one time. Many families have one or more members traveling, sick, in prison, or away at school, and in each instance, the proper justification must also be presented. For instance, a medical chart for the sick, a copy of the sentence for someone in prison, and so on.

Some here say they have given up, since the trouble is not worth the benefits conferred by the ration card.
