Fines in Cuba more lucrative for city than
issuing licenses
CIEGO DE ÁVILA, Cuba, April 2 (J.
Caraballo, APLA www.cubanet.org) - In spite
of the scarcity of licensed pedicabs, the
municipal government in Morón refuses
to grant would-be entrepreneurs licenses
to operate them. It turns out that levying
fines of 50 to 100 pesos to those who feel
compelled to push a pedicab in order to
eke out a living may be more lucrative for
the municipality than collecting the license
fee of 125 pesos a month.
"I'd rather pay the fines, I don't
care", said one such unlicensed pedicab
operator. "Even though I consider it
abusive, I have to feed my family."
The pedicabs are all home-made, with parts
scavenged or bought as the need arises.
"I'm a graduate engineer and here
I am, pedaling to survive", said Luis,
a licensed pedicab operator in the north
end of Morón.
